HMMM! Yes, a possibility I hadn't considered. Perhaps you should either
be more insistent that it be returned to temp disabled status, or write
up a new cache at the same location and not check the 'ACTIVE' checkbox.
I understand the reviewers can see 'caches in progress', and will
respect the claim to the location for a time. No telling if that would
work in this case.
