There is probably always a risk of someone thinking that it something
other than what it is. I know what I visited metro pecan, which was an
amo can bolted to a tree with a pad lock on it. I looked at that and it
just screamed that it was a place to drop off drugs or something like
that.
Try putting something non-pipebombesque on the pipe as well. Most people
wouldn't think pipebomb if it also had a water spicket poking out the end.

You might also want to try using a very large pipe that is just long
enough to fit 2 caps on. Most people I think also assume that pipe bombs
are long and skinny. Add on a water spicket and you have a funny box, not
a pipe bomb.
