[Az-Geocaching] Is Placing New Caches In Coronado National ForestPermitted?

Is it defined by the "National Forest Wilderness Boundary?" I see that on
the topo maps in TopoFusion. Seems like an obvious question, but I think
it's always good to get definitive clarification.
