[Az-Geocaching] Is Placing New Caches In Coronado National ForestPermitted?

Is there a particular mapset that defines that boundary? I notice there are
numerous caches listed for Mt. Lemmon at geocaching.com, so I'm assuming
some are allowed. Sounds like areas like Wilderness of Rocks might not be?
