Gecaching Reviewers have no idea what the cache is when placed and too few
cachers would report it to make it worth mentioning.

Every cache owner checks the 'I have permission for this cache' box so
groundspeak assumes nobody would lie, cheat or steal.

They all get listed and unless cachers police our own, nobody will. So I
will not fault geocaching reviewers for the behavior of cachers.
