As pointed out by Evil Fish.. Having the fishing license in hand while not
having a pole or being anywhere near water will not count. You have to be
doing whatever the sport is.. ie: A deer hunting permit from last season
will not get you anything nor will walking with a fishing pole 10 miles from
the nearest water source.

Permits can be obtained on a walk in basis. I had mine and was out of the
office in less then 10 minutes.

A valid Arizona hunting license will also allow you on State Trust Lands
(it's a little more, though, $25.50). If you have one, you really don't need
the recreation permit.
