As pointed out by Evil Fish.. Having the fishing license in hand while not having a pole or being anywhere near water will not count. You have to be doing whatever the sport is.. ie: A deer hunting permit from last season will not get you anything nor will walking with a fishing pole 10 miles from the nearest water source. Permits can be obtained on a walk in basis.
