A few things I noticed as I looked at this:
* The "archive request" message appears to have been deleted from
the cache page
* The cache does not appear to have been archived
* To the best of my knowledge, the Phoenix Mountain Preserve does
not have any policies against Geocaching other than the City of Phoenix
prohibition against Geocaching at archaeological sites (see

* If you look at rhodopogon's profile, it is a self-confessed
alias account (also known as a "sock puppet"). Geocaching.com frowns on
sock puppets, and perhaps those charged with reviewing these things give
less credence to the archive claim because of that.
I conclude that the approver(s) disagreed with rhodopogon's assessment
of the cache.
