I think you may be getting the BLM (which is federal) confused with the
State Land Trust. As far as I know there are no general access fees or
permits required by the BLM. But that $15 for the Land Trust permit ($20 for
a family permit) is money well spent if you're going to be doing any caching
in Arizona.
