Unfortunately kids might see the cache before enough people have rated it
into non-existance.

Steve,I wrote the founder, here is his responce.

Each person has their own opinions, and that's what the self policing
with the rating system is all about. If the community doesn't like a
particular cache, it's gone (already happened a couple times.. in one
case it was a locationless where you had to find a rock formation that
looks like a penis, in another case with a drive-by 20ft from the
highway at a completely un-interesting wide spot.). A majority of our
members are responsible, mature adults, who can make up their own
minds about what's appropriate and what's not, and don't want (or
need) someone else censoring content so as not to offend them. Yes, we
have many families here too, and they are welcome to play (and rate
caches they think are inappropriate accordingly). But, for many
people, GC's problem is their heavy handed approach to the approval
process, allowing a never ending stream of utterly boring caches,
while disallowing many very creative caches on the grounds that they
conflict with some arbitrary nonsense "guidelines", or might offend a
very small hypersensitive minority. We're not out to please everyone
here, just the majority.

So far, the system is working beautifully. I welcome your
participation and enthusiasm, as well was that of the people you bring
with you, including the self proclaimed "prudes", who's votes count
just as much as everyone elses when it comes to deciding which caches
stay, and which go.
