[Az-Geocaching] Vacation Caches now Approved?

Team Dakiba set 3 new caches in Az. According to their log page, they are from Southern Cal, and set this while visiting here. Im curious, arent these considered vacation caches? Or is there someone local who is maintaining the caches? If these are vacation caches, then how did the cache approver let these go through?
