[Az-Geocaching] Adopt-A-Highway

Would the pick-up days be event caches?  
Would there be a virtual cache requiring you to take your picture with
the sign?
Would someone make a multi-cache starting at the sign and stopping along
the way marking each piece of trash?

I like the idea and would be willing the help pick up trash.
