[Az-Geocaching] Why don't some geocaches look for caches outside of Arizona?

Maybe it's just me, but aside from it borking your stats (which you didn't
have a problem with a few days ago), I don't see what caching OOS has to do
with the 1000+ caches left to be found. Did someone implement a cache finds
quota that I didn't know about? For every cache OOS you find, you can find
that many less in your home state? ;p
