[Az-Geocaching] 4x4

Larry's response to Libby raises a few questions of my own, of a newbie-ish nature...

Is there a site/place/way to find out more information on obtaining these permits? Are they the same as State Trust Lands permits (of which I've seen mention of in some cache descriptions)? Can applications be downloaded?

I certainly couldn't afford a $5000 fine... that's about as much as my vehicle is worth! :)
