This isn't making any sense to me, if you put a cache in a area where it's
likely to get stolen or plundered....
I read this as, a high traffic area, or the cache can't be well hidden.
Making such a cache a members only cache wouldn't do anything to protect it
at all, it would just cut down on the audience that can visit it.
I seriously doubt that there is anyone running around stealing caches by
finding looking for them. If they were, they would be dissappearing a lot
faster.
If I'm supposed to read your statement as: A place that the cache shouldn't
be, and is likely to be confiscated.... Then obviously the cache shoudn't be
there anyway, and it being there is just going to cause problems for
geocaching in general.
