THEY WILL!  There is usually a single person in the local park, forest, 
whatever, who is in charge of recreation.  A meeting with this person 
will clarify the agency's policies, and at the same time they will accept 
our input and implement this into the agency's policy.  That is their job.

When I opened a business (canoe livery) in the Daniel Boone National 
Forest, the recreation supervisor called and asked what it was all about. 
 We met, and for many years (he left, and someone not so cooperative took 
over) I had all of the resources of the Nat'l Forest at my disposal.  
They also used and appreciated my resources in managing "our" Forest.  It 
was a beneficial relationship for both of us.

So, when one of us in the geocaching community is affected by our 
government, we should approach the proper authority and attempt to 
implement a beneficial relationship.  I've been very successful with 
Catalina State Park ("He" doesn't want us bringing in any backhoes - or 
otherwise digging up the park;)  Not as much so with the BLM ("He" still 
wants any group [activity] to purchase a permit.)  I'm just waiting for a 
more cooperative officer to arrive.
