Don't even get me started about street legal quads. Up here, they need a
very minor equipment modification and can be registered. Ironically, the
tires they all run aren't street legal, but for some reason they get away
with it. I've nearly run over probably a dozen of them because of their hot
rodding right into my path, and it's those same idiots I see on the streets
doing wheelies/power slides, that tear up the lands we all enjoy.

To address your comment about what full-size vehicles can do in mud, I agree
completely. This is where adherence to "Tread Lightly" comes into play. If
you get into an area where you're going to rut out the road by traveling
down it, just turn around. I was at the Black Hills Jeep Jamboree in
September, and while the event runs Friday/Saturday of that week, the rain
started at 9PM Thursday night and ended Saturday afternoon (a downpour the
entire time). We didn't run any of the trails we had planned, because 68
vehicles would have done near irreparable damage. The forest service also
told us we couldn't run, but we weren't going to run them anyway because of
that damage risk. Instead, we did more scenic driving than anything, but
did end up wheelin' some when we headed up across some ridges that were
covered in wet snow. It packed well, and we left no trace of our being
there, except for the displaced snow which melted a day later.

This is one of the few times I believe full-size vehicles can do more
damage, quicker. Mud in Arizona is about as rare as the Dodo, and sometimes
a few out there with big tars to compensate for something, can't resist
flinging mud and tearing up the countryside. Beyond that, I firmly believe
that MOST of the damage being caused is by irresponsible ATV riders who
should never have those toys in the first place.

So If a Quad is street legal, it would not need a tag, but the posted
detail of the proposed legislation does not mention license it is by
size of the vehicle, but Jeeps, or other trucks can do as much damage as
a quad( with mud). I think it is bogus suggestion, since the land
management is not the responsibility of Game and Fish; it is up to the
independent departments to manage the land.

Yea, but there is a lot of State Trust Land, that is bordered and locked
in by National forest, and BLM land, so even if you goal was to make it
to the state trust Land you have to cross others, you will need it.

It appears to me that if you are on State Trust Land (with the permit)
in (on?) a licensed & insured vehicle, you won't need a copper sticker.
If I read it right, if you are legally hunting or fishing, no sticker
needed, licensed vehicle or not. It's unclear if State Trust Land
w/permit falls into this category.

I'm not going to worry about this until the unlikely day I can afford a
Trailer Queen JEEP.

        It appears this will supplant the Trust Land/BLM permit for
those
        wishing only to traverse these areas on designated
        roads/trails--probably includes most of us, unless cache
seeking
        is construed as other recreation. Not clear is part 5-911
with
