I talked with Scott Covey from Phx Parks and Recreation this morning
and he confirmed that it is not a ranger removing the caches!What I
noticed is almost all caches have disappeared from the North Mountain
Park Area within 90 days of being placed.
So my guess is we have a pirate there!
