Easily, because the Preserve is not a Maricopa County Park. The land is
owned by the City of Scottsdale, under a couple of municipal bond provisions
which were passed in the 90's. But the Preserve's advocate and private
funding channel is the McDowell Sonoran Land Trust (MSLT)
(http://www.mslt.org/), which acts as a "liaison" between the City Council
and the Preserve Commission, appointed by the City Council. Chair of the
MSLT? The aforementioned, uni-nomenclatured Carla.
