Ummmm... no.
Contrary to the belief of many, State Trust Lands are not public lands.
They are owned by the State, but the State is legally bound to manage
those lands on behalf of the fourteen Trust beneficiaries, not the
general public. The major beneficiary is the public schools of Arizona.
The permit fees are one small way that the beneficiaries, well, benefit.
