Although the inclusion of a special mark as a reinforcement is a great idea, a terrain rating of "1" is supposed to indicate handicapped accessible anyway (according to the clayjar GCRS). For the caches we have placed, unless we are absolutely sure that a wheelchair-bound individual can access the container, it gets marked as a "1.5" where we might otherwise consider it a "1".
