[Az-Geocaching] Opinions on a cache

Does the cache description include "Bring your own wrench."?

The only thing I can think of that would make this reasonable is if the nuts
and bolts are on tight, and the dome nut are added secondary and not on so
tight that it requires a wrench.  But then how the hell do pull out the tiny
piece of paper??? and do you take it to the guys that do the rice etching
sign your name for you?
