[Az-Geocaching] Look what was found by a cache

Some things dont add up... Why would the police go through the trouble of making a sticker? How many stickers did they make. Why is there no contact information? If it was official there would be. I think it is either an elaborite hoax or somebody who does not like geocaching. Has anybody contacted the police about this? you can do so from the website.
