[Az-Geocaching] Is Placing New Caches In Coronado National Forest Permitted?

Hi,

I checked the list archives, and didn't see anything about this. I seem to
recall a bit ago where a cache placement near Pusch Ridge was denied because
it fell within park boundaries. Are new caches permitted in Coronado
National Forest (specifically Mt. Lemmon)? What about Catalina State Park?
