Poor weather does not effect a GPS signal under normal conditions. At least 
none that the average person would notice. However, if you were under heavy 
tree cover, where you GPS has limited reception anyways... then the wet 
trees would limit the reception even more. The weather itself is not 
affecting your signal. If you are driving down the road in the rain, your 
winshield wipers can affect your signal as they temporarily block, but the 
rain is not the cause of the signal degredation, it is your wipers. So under 
normal conditions, weather does not effect GPS signal. This includes heavy 
cloud cover. There is lots of information on the internet to support this.
