[Az-Geocaching] Mt. Lemmon Question

never did a search for Mt lemmon but alas they exist, whats up did I not understand the rules?
Really not trying to start trouble, but I thought FED land was off limits?
please help, really tring to get this right. isnt a National forest fed land. any help please.
