[Az-Geocaching] BIA Route 3

Can anyone provide some information on a road that purportedly runs
north-south through the Gila River Indian Community (GRIC)? This road is
variously known as BIA Road (or "Indian Road" or "Tribal Road") 3, Santa
Cruz Road, and/or Voah Shun Road. The northern terminus is southeast of 51st
Avenue and Beltline Road south of Laveen on the GRIC boundary. The southern
terminus is SR 238 in Pinal County, in the unincorporated community of
Heaton, west of the Town of Maricopa. As you can probably tell from these
descriptions, there is a lot of information, but much of it is
contradictory.

Questions:

Although this goes through the GRIC, is the road itself accessible to the
general public?

Is the road currently driveable from one end to the other? If so, is
high-clearance and/or 4WD required?

If you've driven it, and were to subjectively assign the drive a "terrain"
rating (1 low 5 high), what would you call it?

If it helps anyone, one of the oldest caches in Arizona is out near this
road: Rattler's Art Gallery (GC852). There are directions on that web page,
but that cache is clearly on GRIC property, so personally I have no interest
in attempting it, and I wish it would go away. On the other hand, it's been
out there long enough (more than 4 years!) to qualify for historic
designation in its own right. The owners haven't logged into the web site in
over three years, so I wouldn't trust any of the directions or advice on the
page.

We're not particularly interested in caching along this road; we're just
trying to determine if it is a viable route to get from a particular point A
to a particular point B. Thanks in advance.
