They must have used the "COPY" tag to create the confusion......

  Yep.  You can indeed re-use that dogtag to send out another TB just like
it.  I do remember at least one instance where someone did that though, and
the original was later found, and both were being logged, creating some very
confusing moments until it was sorted out.

  Unless you want to save the tag as well, isn't it possible to create a new
tb using the same tag? Rename it,  attach a new item and set a new goal or
no goal.
