Thanks for the response. It wasn't that simple. I won't go into the details here, but feel free to talk to me on the trail about it. There were questions regarding jurisdictional boundaries and who it would be best to deal with it. I did not want the situation to get lost in red tape limbo. Thanks to the advice of some here and elsewhere, the situation has been reported to the proper authorities.
