My bet is on your find of the virtual "Grave of a Dead Person".
Locationless caches show up as out of state usually, this one does not
list any state and in fact looks like it is from Sweden or someplace.
Hey, the news just reported that according to the UN, NORWAY is the
best place in the world to live. And I have relatives there! I'm
Norwegian-American. If things get really bad here, I am heading for
Trondheim (I think there's a "j" and a strange vowel in the spellin?)

Anyway, that's why its only 49 AZ finds. One Sweden.
