[Az-Geocaching] Is it OK to put travel bugs in caches that are visited infrequently or that are seasonally inaccessible?

Since I just posted the message about how frustrated I am with travel bugs 
in general, I wanted to reply to this one.

I can understand that a bug being put into a cache that is hard to get to 
can be upsetting.  One of mine ended up in the same hard cache TWICE.  All 
things being equal though, I would rather have it sitting in a hard cache 
than in the pack of a geocacher that for whatever reason decided to leave 
the game and never place it.  As long as it is in that hard cache there is 
still a chance that it will move.

I of course have lost all hope in travel bugs and will most likely just 
leave them in caches when I come across them.  I enjoy this game too much 
to spoil it with what appears to be increasing disappointment with the 
travel bug system.
