People tend to be happier when they have a set of
rules they know they need to follow. The Yellow Jeep
cache isn't a cache for pictures of Jeeps, it's for
pictures of yellow Jeeps. Not for pictures of yellow
trucks that rock crawl as well as Jeeps either.

IMO, you're giving people too many options. People can
justify anything to themselves and when someone
disallows something they've justified, they get
annoyed. Remove as much vagueness as possible and
things should improve.
