Wow, since when did Tucson not offer the permits? Two years in a row I have
walked into the Tucson office, spent less then 5 minutes and walked out with
my permit.

 Sprocket, did you contact someone in the Tucson office and they said no
more? Maybe we should call them because you ARE ALLOWED to walk into the
Tucson office and sign two papers, just like getting a fishing license and
walk out with your permit as you head to the state land to play.

I'm just echoing the information available on the SLD web site, where it explicitly states,

 "Only the Phoenix Office can issue the actual permit.  Permit applications obtained at the Flagstaff or Tucson Offices must be completed and mailed to Phoenix for issuance",

 highlighted in red at the bottom of this page:

Just called the Tucson office and they are no longer issuing permits. They give you instructions on how to apply to Phoenix for them.


Maybe it's a new policy this year?
