I’m betting the beam is too large to concentrate on such a small area to render just that inoperable.  If there is ‘splashback’ effect from it, they need to take that sucker out to a large empty plot of land for testing.  Otherwise, one wrong activation and you’re bringing down vital communications or airliners.
