Every cache owner checks the 'I have permission for this cache' box so groundspeak assumes nobody would lie, cheat or steal.
They all get listed and unless cachers police our own, nobody will. So I will not fault geocaching reviewers for the behavior of cachers.

City park bench and the cache owner has removed a large dome nut from the bench.
They placed a very tiny piece of paper inside the dome nut and placed it back on.
To 'find and sign the cache' one must remove nuts from the city benches until you find the correct one.
Am I the only one who thinks parks and recreation might have a problem with caches such as this?
