Geocaching is specifically prohibited within the SPNRC. It is listed along with several other activities on all the info signs at the entrance areas. The Contention Townsite does appear to be within the boundaries of the preserve. If I really wanted to put a cache there, I would still contact the BLM and open a dialog on the subject. There may or may not be special considerations based on the fact that it is a highly disturbed area. Even if a cache could not be placed at the actual townsite, a cache placed at a location overlooking the townsite might be pretty cool just the same! If I am right then access might be a lot further hike from available road than what my maps show. My topo shows there is a 4x4 rd. to within 2 to 3 tenths of a mile...
