Thanks Robert,  I have a cache very close to me that I've done the same thing with.  I have it on my watch list and if it ever goes missing I run up and place a new container with new log.  It was offered to me to adopt but I asked the owner if I could just take care of it for him and I'm glad to do it.  If I had known that adopting GCJWPV was going to be so much trouble I would have replaced the cache and log long ago.  Oh well.....

Subject: Re: [Az-Geocaching] Adopting a cache

Went after one today in the same shape! Decided to just replace the cache as a new one instead of asking for the adoption. I'm sure others would like the bump even if they have been there before. We just enjoyed the area and the view and thought it needed a replacement. My two cents but it's not worth much!!!

It still seems weird that he's not giving you any concrete reason (that can be backed by gc.com policy or something) as to why you can't adopt that cache.

New owner, New Cache, New Log. = New Cache

Old Container, Old Log, New Owner = Reactivate.
