When you're selling land at a million dollars an acre as the Land Department did last month, twenty bucks for a permit hardly seems worth the administrative costs. All the "profits" generated by the Trust Lands are constitutionally earmarked for the trust's fourteen beneficiaries. The largest of these beneficiaries is K-12 education, which has an 87% weighting among the beneficiaries.
