Well, you do need to heat the water to make the steam.  I suppose some fuel
would be needed to heat the water.

I guess it's time to bring back the Stanley Steamer, an automobile which was
capable of speeds over 100 m.p.h., on a steam-powered engine...just fill it
up with water, and go...
