Simply report the cache violations to geocaching.com! When your digging in a city park or behind a building it is possible because the land manager waters it so often. All you have to do is come at night and dig a hole, 'don't worry everyone does it' appears to be the standard response though. Sadly when I tried to ask one of the cache owners about this I was basically told to remain in Tucson and not to bother there caches anymore.
