There's sort of a problem with that theory. It hasn't been activated, so therefore there is no way to track the owner.unless a card was attached to the TB that provides a cacher name or an e-mail address for contact. The GC.com staff might know, but I highly doubt they track every TB number to a cacher. There's just too many out there.
