I just posted a thread on the Geocaching.com Forums about the site you and Marc have developed.  This should result in some good exposure and most likely some submissions for the various states/countries.

  For England Hampshire County Council has a set of guidelines. Ask the user "Tim and June" as I believe they negotiated the details. I hope this helps.
