The rating system is there to let every cacher know what to expect before attempting the cache. A rating of 5 is telling us that "special equipment" is required to obtain this cache regardless of how difficult it is to reach with the bike. In this case, a bike is required thus it is considered "special equipment." Since you cannot reach it by any other means, as stated on the web page, the rating is for bikes only.
