I have City Navigator NT and it is definitely more accurate in the vast majority of areas. However you mentioned one free alternative, so I mentioned another. Note that Ibycus is based on "census data" which I guess means TIGER data. That data set (for Tucson at least) is IMO quite poor - the roads are not aligned with reality, glitches, missing roads, etc. OpenStreetMap uses TIGER data as a starting point but at least everyone can work to fix it, which will result in better accuracy.
