Try cache GCZHBC.

The area around there and North on FR237 has some good open areas...

I want to go out winter camping with a small batch of scouts. We need a 
good spot.

1) With snow if possible.
2) 2x4 accessible (clearance OK- just not 4x4)
3) Within a couple of hours from Phoenix.


Any good recommendations?
