So If a Quad is street legal, it would not need a tag, but the posted detail of the proposed legislation does not mention license it is by size of the vehicle, but Jeeps, or other trucks can do as much damage as a quad( with mud). I think it is bogus suggestion, since the land management is not the responsibility of Game and Fish; it is up to the independent departments to manage the land.
