That is as absurd as the logic of denying a cache that a land manager in 
Arizona has no problem with because a land manager in another state might 
have a problem with it in their state.

Do you think that people are really so different just because they live on 
the other side of an imaginary line?  If people in Arizona find certain 
types of caches offensive, then people in those other states will also find 
those types of caches offensive and will not tolerate them.
