I also found this cache two years ago (as of September 26th). I can remember having all these scraps of paper on my desk as I tried to decipher the code. In the end, I had to beg someone for a clue on the azgeocachers' IRC. I can't quite remember how it worked, but I remember it being a very cool way to encode a message. It is definitely not like the Geocaching (A-Z, Z-A) encryption. It's more complex than a one-for-one substitution. I don't want to give away too much, but I don't want you to give up, frustrated. Maybe just do a google search for different encryption methods and see if one of those works. Or maybe you can email the Tres Hombres to see if they'll lend you a hand.
