I use a Garmin Etrex Legend, and usually it says it is accurate to within 15 feet. Sometimes the accuracy is less. I usually double the accuracy rate, and search within that area. When you place a cache, assuming that we both have the same inaccuracy rate (weather conditions excluded), you might be off by 15 feet in one direction and I might be off by another 15 feet in the other direction. Usually when I find a cache, my GPS shows that I am within about 15-20 feet of "ground zero". I don't thing that in over 360 finds, that I have ever had the GPS show 0 feet. Although 30 feet is a little high, I would not consider it a big problem.
