It's usually more expensive outside Phoenix for fuel than it is inside. However. . . Supposedly there's a shortage of the oxygenated fuel that's required within Maricopa County. Because all of the mentioned Arizona city's are outside Maricopa County (Maricopa County is large... especially compared to counties back east), the fuel "supposedly" can be cheaper because it's not treated.
